Before the establishment of the Department, the Vocational Counselling Agency of the Hong Kong Council of Social Service (HKCSS) was registered as an independent institution in mid-2002 and was established in April 2003.

Take over the work and service units of the Social Welfare Counseling Association. The Social Welfare Career Association has more than 40 years of experience in providing services to the disadvantaged.

Provide vocational counseling and training services for probationary youth, new arrivals, and older employees.
